Dealing with Europe as a whole and confronting the question of whether there is “a European identity and a European culture” are definitely part of the core mission of a European Capital of Culture.

The EXTRA EUROPA Festival is living up to this responsibility by shifting the perspective and approaching it via the back door so to speak by spotlighting three EU non-member states: Norway, Turkey and Switzerland. Their political, economic, cultural and geographic positions are as diverse as can be in Europe, just as there are highly divergent ground for the fact that they haven’t joined the European Union. What, actually, are the reasons? And how European do these EU non-member states feel?
