EU Criteria

With its resolution 1419/1999/EEC of 25th May 1999, the EU compiled a list of planning and evaluation criteria which countries nominated for entry into the capital of culture programme should meet:

  • Emphasis of communal artistic trends and styles where the city in question has played a particular role in developing these styles

  • Implementation of artistic performances (music, dance, theatre, fine arts, film, etc.) as well as improvement of cultural promotion and cultural management

  • Familiarising the European public with personalities and events which have characterised the history and culture of the city

  • Introducing specific activities to promote innovations in the cultural sector and create new forms of cultural action and cultural dialogue

  • Introduction of measures to promote accessibility and awareness in relation to mobile and non-mobile cultural assets and cultural creations specific to the city

  • Implementation of special cultural projects with the aim of brining young people closer to art

  • Introducing special cultural projects to strengthen social cohesion

  • Publicising planned events through multi-media and audio-visual methods, in several languages

  • Contributing to the promotion of business activity, in particular in the field of employment and tourism

  • Necessity of developing a high-quality and innovative cultural tourist industry, ensuring that the cultural assets are sustainable and that visitors’ wishes are compatible with those of the resident population

  • Implementing projects to promote the integration of architectonic heritage into new city development strategies

  • Communal introduction of initiatives to promote dialogue between European cultures and cultures of other areas of the world
